Walter Casquino writes "Discrecionalidad minera" motivated by the precept "everything that is ignored is scorned" and also by the poem by Antonio Machado (Seville, Generation of 98) that says,
Caminante, son tus huellas
el camino y nada más;
Caminante, no hay camino,
se hace camino al andar.

The book "Discrecionalidad minera" is based on notes collected throughout his long career as a mining engineer and the characteristics of his environment. In the presentation of his book, Walter tells us what four objectives motivated him to write "Discrecionalidad minera". That four objectives motivated him to undertake the writing of it. The first, the precious gift of freedom of thought and expression that happily continues to be revered in our culture; the second that the following generations do not stumble over the same stone; the third is honouring that line of teachers who support the culture by making a devotion to the transfer of knowledge, and the fourth, thanking their friends and acquaintances who go around the world caring for the common good.
From the beginning, it addresses a reflection on the opposition, "the human being must be at the service of the planet - sustainability- or the planet at the service of man -development-. From this disquisition, it takes us and enters the clear and clear reflection that raises Mrs Brundtland from the United Nations, in "Our Common Future", where she puts her finger on the sore and proposes a sensible balance that means that since 1987, development and environmental care must go "hand in hand" and on this path together he called it SUSTAINABLE DEVELOPMENT. However, the fundamental idea of Mrs Brundtland, which was that both should always go together, was distorted since the first thing that was done was to separate them. It was defined that she was a developmentalist or an environmentalist.
Reorienting the path of sustainable development requires a profound turn, both from the total reorientation of the productive organizations and the regulatory organizations, which must be reorganized by introducing into their structure new competencies that they currently have lack.
Economic production must be approached with mechanisms and competencies typical of business and the market. Environmental resources must be analyzed and managed with methods that allow their vital ecological services to be valued, and natural resources must be analyzed and managed by specialists in the details that regulate supply and demand. These fueros must respect each other and - along the way - achieve balance.
The proposal that Walter Casquino makes us in "Discrecionalidad minera" is suggestive and takes us into a series of reflections described in its more than 250 pages. Based on their experiences in a sector such as mining, allow any avid reader to understand and learn that the fundamental idea of Mrs Brundtland, which was that "Development" and "Sustainability" should always go together, is feasible and possible. Furthermore, if we are allowed to, the added value to highlight is the contribution that "Mining Discretion" will make to reducing the number of "enlightened ignorant" who tend to disdain what they ignore.
